I think these people where mostly gay people in a lot of underaged children's lives back in the day.
I just think back then the younger people did not have the tools to understand who they really where, and made sites like Safebooru. They have moved onto sites like Pornhub now, as noted by Motherboard to look for real people to exploit.
A good amount of them end up in jail, sometimes needing info to get into organized cash groups.
