Congratulations on having this art piece bring something up in emotions. That means it's a true work of art. Any art is supposed to get you feeling or thinking something otherwise it could be considered a bad piece. Note this isn't real and doesn't harm anyone. There are no step-by-step instructions around in the art or its description to influence people to go do bad things.

Age of drawing don't matter due to a few reasons.
1. Target audience - The reason why creators keep ages of characters low is because their target audience finds older characters boring, unrelatable, and amps up mature topics they're just not interested in. This is why there so many mid-teens for that.
2. Time skips - Time skips can happen at any point and suddenly the character is older. It's not too common where outfits change to distinguish this difference since that's more money spend changing the art and more time alerting it.
3. Time always presses forward - You can see a season, or a number of episodes have a lot of day and night cycles or just go through seasonal time frames. Yet somehow the characters don't age. Then there's the actual years that pass by in our time that can be included. From a story building perspective this goes wrong. This makes it to where they don't have to keep replacing established liked characters. Thats where from a business standpoint makes sense.
4. Complexity - There been some shows where time moves back and forth so it makes it difficult to keep continuity. It's very easy to make errors when the characters get assigned ages. They don't have to include this detail for simplicity.
5. Universe - There are also times where characters are a different species so those age very differently. There's also magic or potions so those can change age on a whim and back. It's not so simple to look at a character and know the exact age. Same thing for looking at IRL people, people look young but buy cigarettes frequently.
6. Art styles - There are styles that impact the look of a character drastically. lot of intense and sharp edges like Jojo can make a character look way older. Then there's the soft curves and round designs and maybe brighter colors that make character look way younger than they show.

I hope you don't go as far as to report art like this. People end up developing beliefs to the point they file a report. There is a law that makes it to where only if it's detailed to the point where its undistinguishable from a real person then it's breaking it. Otherwise, it gets filed as a "False report" which all it did was waste time and taxpayers' money. Gives time for real crime to get away. Then if you become the type of person where they believe this should be banned then it can very easily overwhelm reports. you could even make it and use it to get someone arrest or black mailed. It just takes any art tool to make this stuff. Thats why this shouldn't get this far of an issue. Wouldn't be surprised if this part gets deleted since its reality and people are here to fap. it gets just as tiring seeing "omg minor"
