It's just a work around. I saw a comic that illustrated it well. A guy draws a little girl in a sexy bikini and police bust in. But before they can cuff him, he draws a speech bubble saying "I'm 18!" And the police leave in a huff since they cannot arrest him. It's meant as a safe guard but we all know Frankie fuck a child.
